Welcome

Welcome to the recruitment portal for Planning, Development Management and Building Control at the Royal Borough of Kingston upon Thames. I’m Tim Naylor, Director of Planning and Regeneration, and I’m very pleased that you’re considering joining our forward-thinking and ambitious team.

Kingston is a borough in the midst of real transformation - with major regeneration and development schemes underway, from the exciting renewal of our town centre and the Cambridge Road Estate to neighbourhood revitalisation, improved green spaces, sustainable transport and ambitious mixed-use growth throughout the borough.

To deliver that vision, we’re seeking exceptional individuals to fill leadership and senior technical roles: Head of Development Management; Lead Officer (Planning Delivery); Principal Planners; and Principal Building Control Surveyor. These roles are more than jobs - they are opportunities to shape Kingston’s future, balancing growth, heritage, community and sustainability.

What We Offer

At Kingston, we recognise that our people are our greatest strength - and we offer a benefits package designed to support your well-being, growth and work-life balance. Successful candidates will have access to:

  • A generous annual leave entitlement of up to 30 days (dependent on role), in addition to statutory bank holidays.
  • Membership of the Local Government Pension Scheme (LGPS) — helping you plan for a secure and comfortable retirement.
  • Interest-free season-ticket loans for public transport.
  • A Cycle to Work Scheme, Electric Vehicle Leasing Scheme and access to the Zipcar Scheme for those who prefer car sharing.
  • Discounts at a range of local shops, restaurants, gyms and leisure-centre facilities through our “Keep it Kingston” card.
  • A comprehensive Learning & Development programme — we want to help you grow, learn and develop your skills and career with us.
  • A modern, flexible and agile working environment: flexible working patterns and hybrid working opportunities, with mobile and remote working supported by up-to-date digital tools.
  • A collaborative, supportive culture where staff views are heard and respected; we encourage innovation, continuous improvement, and teamwork.

Why Kingston – And Why Now

Joining us means more than taking on a role - it means joining a community of dedicated professionals working together to shape the future of a growing, dynamic borough. As part of our “Kingston Stronger Together” vision, you’ll be contributing to a shared ambition: to build a better, more sustainable, inclusive and thriving Kingston for current and future generations.

By working here, you’ll experience the best of borough living - a place rich in heritage, community spirit, green open spaces and excellent connectivity to London and beyond - while being at the heart of visible, high-impact regeneration projects that will define the fabric of the borough for decades.

Whatever your ambition - leading teams, influencing policy, delivering major developments or ensuring high-quality building standards - you’ll have the opportunity to make a real difference.

If you believe in thoughtful, high-quality planning and development, and are motivated by the chance to shape places people love to live in - we welcome your application. Explore the opportunities listed, think about where you can add most value, and join us on this exciting journey.

Thank you for considering a career with the Royal Borough of Kingston upon Thames - I hope to welcome you to our team.

With best wishes,

Tim Naylor
